# Public sector

Where authorities and public enterprises use agents or receive submissions from agents, it must later be traceable who initiated what – even years afterwards.

In short

Government and justice use KYA to prove on whose behalf an agent acted – verified locally, archivable and recomputable unchanged years later.

## Typical agent actions

- Submissions and applications an agent files on behalf of a person
- Internal processes in which agents prepare drafts and pre-checks
- Procurement processes with agent-assisted preparation
- Information and register queries by authorized agents

## Which checks decide

| Check | Why it matters here |
|---|---|---|
| Agent and principal | Does the agent demonstrably act for the submitting person or office? |
| Delegation | Who passed which authority to whom? |
| Revocation | Was the authority still valid when the submission was made? |
| Timestamp assurance | Is the point in time independently proven, for deadlines and archives? |
| Execution binding | Does the receipt match exactly the submitted action? |

## Example flow

- The person grants her agent a narrowly limited authorization for one submission.
- The office receives the submission together with the evidence.
- Verification runs locally, without data going to third parties.
- The certificate is filed with the record and can later be recomputed unchanged.

## Implementation

For isolated networks, KYA can be fully self-hosted. Connecting the future Swiss e-ID as proof of the principal's origin is planned. Mandates are issued, for example, by the reference implementation [Mandact](https://mandact.com/en/protocol?utm_source=knowyouragent.ch&utm_medium=referral&utm_campaign=branche-verwaltung) from the operator of KYA.

## Typical scenarios

**Applications:** an agent completes an application on behalf of a person and submits it. **Notifications:** an agent transmits address changes or deadline extensions. **Firms and authorities:** an agent of a fiduciary firm submits documents for several clients.

In all cases, the authority must be able to attribute who stands behind the agent and whether it is authorized for exactly this procedure.

## Government identity and mandate

With the Swiss [e-ID](https://knowyouragent.ch/en/knowledge/glossary/swiss-e-id) and the European EUDI wallet, government identities with selective disclosure are available. Together with a mandate bound to this identity, they form evidence that links identity and authority.

The authority sees only the details it needs for the procedure. The article [e-ID and agent mandates](https://knowyouragent.ch/en/knowledge/e-id-and-agent-mandates) describes how the two fit together technically.

## Traceable procedures

Administrative procedures require that submissions be attributed to a person and traced later. A mandate bound to a government identity, a decision before acceptance and a receipt afterwards provide exactly this traceability. Because verification runs locally, data does not leave the authority's systems.

## Data protection and official secrecy

Authorities process sensitive data and are often bound by official secrecy. A verification that sends evidence to external services is therefore often out of the question. KYA's engine makes no network requests and can run entirely within the administration's network. With selective disclosure, the authority receives only the details it needs for the procedure. This allows submissions from agents to be verified without creating new data flows, and the evidence stays in the authority's files, where it belongs.

## Frequently asked questions

### May authorities accept submissions from AI agents?

That depends on the applicable procedural law. Where submissions on someone's behalf are permitted, verifiable evidence helps attribute the submission to the right person.

### What role does the e-ID play?

It can prove who an agent's principal is. Together with a mandate, it forms evidence of identity and authority.

### Does the authority need to run its own software?

Not necessarily. The engine runs in the browser or as a package in existing systems, without network requests.

### Can a fiduciary firm use agents for several clients?

Yes, with a separate mandate per client. This keeps it clear for every submission on whose behalf the agent acted and within which limits.

### How long should authorities keep evidence?

As long as the related files, according to the applicable retention rules. Keys and anchors must remain available just as long, so verification is possible later.

### Can citizens verify the certificate themselves?

Yes. Verification is public and reproducible. With the same data, anyone reaches the same result, without an account and without data leaving the device. This strengthens trust in digital procedures.
